Jammu and Kashmir Administration is inviting online applications Domicile Certificate at jk.gov.in/jkeservices/. The UT government has started the process of distributing domicile certificates to its residents on 27 June 2020. According to the Jammu and Kashmir grant of Domicile Certificate (Procedure) Rules 2020, all those who have been residing in Jammu and Kashmir for more than 15 years can apply for the certificate. All interested people can now apply for civil registration and application by filling the Jammu and Kashmir domicile certificate online application form 2020-2021.
The children of refugees, Valmikis, displaced, PoK families and Kashmiri migrants from West Pakistan settled outside J&K and have been living for 15 years, apart from family members of central government officials will now be entitled to domicile. Subsequently, this domicile certificate will be used for government TMT in Jammu and Kashmir.
According to the Domicile Act 2020, people from different sections of Jammu and Kashmir who have been living in UT for the last 7 decades but were deprived of their legitimate civil rights will now be issued domicile certificates.

The complete procedure to apply online for Jammu and Kashmir Domicile Certificate is given below: –
Phase 1: First go to the official website https://www.jk.gov.in/jkeservices/home. Jammu Kashmir State E-Seva Application Homepage will appear as shown here.
stage 2: All new users have to click “Civil registrationClick the link or directly https://www.jk.gov.in/jkeservices/cznregistration. Jammu and Kashmir Civil Registration Form 2020-2021 will appear as shown below:

step 3: Enter Citizen Registration Details, Residential / Current Address Details, Permanent Address Details, Mobile Number, Email ID, Login Details. The applicant is also required to upload a passport size scan photo (jpg image) in a clear background of size less than 50 KB. Photo size applied in pixels in 591 * 537 px.
step 4: Applicants can fill it completely in the Domicile Certificate application form to complete the registration process. The login ID and a password will be provided to you on the next screen as shown below. Print this information for future reference.

Step 5: After registration is complete, go to the same home page Login using ‘Login ID’ and ‘Password’ generated after citizen registration.
Step 6: After login, the applicant has to click on the e-Services tab in the left menu and then click on Department of General Adminstration Link and then “Application for Domicile Certificate“As shown below.

Step 7: In the next step, fill all the details in the open application form and submit it online to get domicile certificate in Jammu and Kashmir.
The e-application-cum-issuance of domicile certificate has been developed by the Jammu and Kashmir e-Governance Agency (JaKeGA). The online domicile certificate is a people-friendly initiative in the union territory of Jammu and Kashmir. The domicile certificate must be issued within a stipulated time frame and any laxity or misconduct on behalf of the issuing authority will invite strict administrative action.

Where to submit J&K Domicile Application Form
Applicants can submit the domicile application form duly filled in the office of Tehsildar in their territorial jurisdiction.
Eligibility to apply for Jammu and Kashmir domicile certificate
All those who fall in the mentioned categories will be eligible for Domicile Certificate in Jammu and Kashmir: –
- Under the new Jammu and Kashmir domicile rule, all persons and their children who have been living in Jammu and Kashmir for 15 years or who have studied for seven years are eligible.
- Also, those who appeared in Class 10 or 12 examinations in an educational institution in UT are eligible for domicile certificate.
- Children of Central Government officials, All India Service officers, PSU officials and autonomous bodies of the Central Government, public sector banks, officials of statutory bodies, central universities and recognized research institutes of the Center, who served in Jammu for Kashmir. The total duration of 10 years is also eligible for domicile status in Jammu and Kashmir.
- In addition, all those migrants and their children who are registered with the Commissioner of Relief and Rehabilitation will be given domicile certificate.
- Children of those residents of Jammu and Kashmir who live outside the Union Territory in connection with employment for business or other occupational or professional reasons have become eligible for grant of domicile.
Those falling into these categories can apply online for the J&K Domicile Certificate through the above mentioned process.
Jammu and Kashmir grant of Domicile Certificate (Procedure) Rules, 2020
Government. Has notified Jammu and Kashmir Grant Domicile Certificate (Procedure) Rules 2020 on 18 May. The Act allows non-local government employees, including non-local people, to register for domicile certificates. Permanent Resident Certificate (PRC) holders and other applicants can apply for issuing online domicile certificate by providing their Aadhaar number. Applicants can obtain domicile certificate through online mode. PRC holders will be able to obtain their domicile certificate through this application without visiting any office.
LG observed that the UT government has taken this people-friendly initiative to provide domicile certificate through online mode in the Union Territory of Jammu and Kashmir. Lieutenant Governor Girish Chandra Murmu also issued an e-application-cum-issuance of domicile certificate in Jammu and Kashmir.
