Government of Odisha Madhu Babu invites pension scheme (MBPY) online application form 2020-2021 at ssepd.gov.in. The scheme was launched in January 2008 where the state government merged the two old schemes. These 2 schemes were revised Old Age Pension Rules, 1989 e. Disability Pension Rules, 1985 and Madhu Babu Pension Scheme Rules, 2008 were introduced. The transgender community is covered under the state government MBPY, which aims to provide financial assistance to destitute elderly, separated persons and widows in the state. Those aged / widowed / disabled / transgender people whose name is not present in the list of beneficiaries under Madhu Babu Pension Scheme, can register online MBPY. Eligibility criteria to apply online for Odisha MBPY scheme
A person will be eligible for pension if he / she:
- Is 60 years of age and older
- Or, is a widow (regardless of age)
- Or, a leprosy patient who shows signs of deformity (regardless of age)
- Or, a person who is 0 years of age or older, who is unable to do normal work due to his deformity or disability, or is visually impaired, or mentally challenged, or with cerebral palsy
- Or, irrespective of the age and income criteria mentioned under a widow (age 6 and b) of an AIDS patient.
- Or, AIDS income identified by the State / District AIDS Control Society (irrespective of income under Rule 6 (b)).
- Or, a woman in court fighting divorce cases (whatever the age)
- Or, is a transgender (regardless of age)
- Family income from all sources is Rs. Not exceeding 2,6,000 / – per year (Tehsildar concerned to certify). For transgenders, the annual income should not exceed Rs. 40,000 / – per year
- Is a permanent resident / domicile of Odisha.
Further, the person should not receive any other pension from the Central Government or the State Government or any government aided organization.
Financial assistance under Madhu Babu Pension Scheme in Odisha
A person who is a beneficiary of the Madhu Babu Pension Scheme will receive the following benefits: –
A) Rs. 500 to 60 to 79 years of age per month to all beneficiaries.
B) Rs. 700 per month to all beneficiaries 80 years of age or older.
Pension due to beneficiary is disbursed on 15th of every month to any officer subordinate to BDO or Gram Panchayat office under BDO (in rural area) by DSSO or DSSO of Municipality to JAN SEWA DlWAS in urban area. Office.

Inclusion of transgenders in Odisha’s MBPY scheme
Madhu Babu Pension Yojana (MBPY) is a social security scheme launched by the Odisha state government. Under the scheme, around 5,000 transgenders will receive Rs. 500, Rs. 700 and Rs. 900 per month as pension under various categories depending on their age. The Department of Social Security and Persons with Disabilities (SSEPD) has issued an official notification in this regard on 16 July. Women who are contesting the divorce cases in the courts were also brought under the MBPY scheme on the instructions of CM Naveen Patnaik.
As per the notification issued by the SSEPD department, the government amended Rule 6 (Eligibility Criteria) of Madhu Babu Pension Rules 2008 to include a new criterion for inclusion of transgender as one of the eligible categories. According to the notification, a certificate has been issued under Section 6 of the Transgender Persons (Protection of Rights) Act 2019 to the beneficiaries, it is also mandatory that the income of the beneficiary should not exceed Rs 40,000 per year and he has income tax. Applications can also be obtained free of charge from the office of the concerned Block Development Officer or Executive Officer of Municipality / NAC. The sanctioning authority is the Sub-Collector who approves the pension in favor of the beneficiaries on the recommendation of BDO. Eligible applications are being approved on a first come first serve basis from the first waiting list.
Payment mode for beneficiaries
After proper identification by the PRI members, pension is being distributed to the beneficiaries in the shape of cash in the GP head quarters on the 15th of each month i.e. on Jan Seva Divas. To ensure transparency, the list of beneficiaries will be circulated in the Block Office and GP Office. People can contact the Block Development Officer (BDO) or the executive officers of ULB of the concerned block.
